For oats and rava dosa:
In a bowl, add 4 cups of water to the oats and let it sit for 5 minutes. stir the oats and skim off the milk-water on top. then, add 4 cups of fresh water, stir, and strain it through a sieve. set it aside. meanwhile, heat a pan and lightly dry roast the urad dal for 2-3 minutes. remove it to a plate, let it cool, and then grind it into a powder.
In a mixer grinder, add the oats, rava, fenugreek seeds, green chillies, onion, curry leaves, ginger, and water. grind it to a fine paste and transfer it to a bowl. add salt, sugar, and urad dal powder. keep the dosa batter aside while preparing the south indian-style tomato chutney. ensure the batter has a thick but pouring consistency. add more water if it is too thick.
For spicy coconut-tomato chutney:
Heat a pan and dry roast the dry red chillies, cumin, chana dal, and urad dal until the lentils are lightly brown. then, add coconut, ginger, chillies, and curry leaves. saute them for 3 minutes on high flame. remove it to a mixer grinder, add a dash of water, and grind it into a paste. set it aside.
