Begin by lightly roasting the rolled oats. allow them to cool, and then grind them along with fenugreek seeds to a fine powder.
Transfer the powdered oats to a mixing bowl. add semolina and rice flour to the bowl. if you don't have rice flour, you can substitute it with wheat flour.
To the bowl, add curd, salt, black pepper, asafoetida, curry leaves, and grated ginger. mix all the ingredients thoroughly.
Gradually add water to the mixture while stirring, until you achieve a smooth and pourable batter consistency. allow the batter to rest for 15 to 20 minutes.
After resting, add finely chopped green chilies, curry leaves, and onions to the batter. mix well to incorporate the ingredients.
