Heat the oil in a wide non-stick pan. add the onion and cook with the lid on for 5 minutes, stirring occasionally, until golden.
Add the turmeric, black mustard seeds, cumin seeds, fenugreek leaves, chilli flakes, ginger, and garlic to the pan. stir for about 30 seconds to release their flavors.
Pour in the tomatoes along with a can of water, add the chickpeas and the fish stock cube. cover the pan and let it cook for 20 minutes.
Stir in the tamarind paste (if using) and add the mackerel to the curry. cover again and cook for an additional 8 minutes.
While the curry is cooking, prepare the brown rice according to the package instructions. once cooked, transfer the rice to a bowl and toss it with the almonds and coriander.
