In a pot, bring water to a boil over high heat. add 1 teaspoon of salt and the whole potatoes without cutting or peeling them. boil for about 15 to 20 minutes or until the potatoes are fork-tender. drain the water and let the potatoes cool down enough to handle. once cooled, peel the boiled potatoes and break them into rustic bite-sized pieces using your hands or a knife.
Peel and finely chop the onion. finely chop the tomatoes as well. pound or grate the ginger and garlic.
Place a heavy-bottomed pan over medium heat and add the oil. add the cumin seeds, fennel seeds, and bay leaf. stir for a few seconds until fragrant. then, add the garlic, ginger, and onion to the pan. add the remaining salt and turmeric. stir and cook for 2 minutes.
Add the chopped tomatoes to the pan and mix well. add the ground spices (cumin powder, coriander powder, and chili powder) and sugar. stir everything together, cover the pan, and cook for 10 minutes. occasionally stir during this time.
After 10 minutes, the tomatoes should be fully cooked and softened. finally, add the boiled potato pieces to the pan, mix well, and pour in the water.
