To prepare the mughlai vegetable stuffed paratha, start by preparing the dough. in a large mixing bowl, combine the whole wheat flour and salt. gradually add water and knead to form a smooth dough. drizzle a teaspoon of oil and knead again until the dough is smooth. set aside.
For the mughlai stuffing, heat a teaspoon of oil in a pan over medium heat. add chopped onion, ginger, garlic, and bell peppers. saute until the onion and bell peppers have softened.
Add grated carrot, chopped green chillies, crumbled paneer, garam masala, crushed fennel seeds, red chilli powder, salt, and finely chopped mint leaves to the pan. mix well to combine all the ingredients. turn off the heat.
In a small mixing bowl, prepare a slurry mixture by combining 1/4 cup of whole wheat flour and 2 tablespoons of water. mix well to make a smooth paste without lumps.
Divide the dough into 4 equal portions. heat a skillet over medium heat and cook each portion of the dough for a few seconds on each side until light bubbles appear. do not cook them completely.
