In a mixing bowl, combine whole wheat flour, salt, and oil. add water gradually to make a soft dough. knead the dough for about two minutes until it becomes soft, smooth, and pliable. cover the dough and let it rest for at least ten minutes.
In a microwave-safe bowl, mix desiccated coconut, milk powder, and milk together (use a bowl large enough to prevent the milk from overflowing). microwave the mixture for 1 minute. stir well. the mixture should be moist. if it's too soft, microwave it for a few more seconds. the mixture should still be white in color.
Once the mixture cools down, add salt, sugar, and red chilli powder. mix well to combine all the ingredients.
Divide the dough into eight equal parts and shape them into balls.
Roll each dough ball into a 3-inch circle. place one tablespoon of the coconut filling in the center. bring the edges of the dough together to enclose the filling. repeat this process for all eight balls. let the filled balls settle for three to four minutes.
