In a mixing bowl, combine the whole wheat flour, carom seeds, salt, oil, and 225ml water to make a smooth dough. cover and let it rest for 15 minutes. meanwhile, prepare the filling.
Heat oil in a pan over medium heat. add bay leaves, green cardamom, cinnamon sticks, cloves, and cumin seeds. once they start crackling, add the onions and cook for 2-3 minutes on medium-low heat.
Add ginger-garlic paste, salt, red chilli powder, paprika, turmeric, cumin powder, chopped ginger, and green chillies. stir and cook for 2-3 minutes to release the flavors.
Add the minced lamb and cook until the liquid evaporates and the lamb is dry.
Mix in the grated boiled potato and cook for a minute, stirring to combine well. adjust the seasoning and sprinkle with chopped coriander, green chillies, and lemon juice. remove from heat and let the filling cool down completely. remove and discard the whole spices. divide the filling into 10 equal portions and shape them into balls for stuffing the parathas.
