Wash and soak the rice, urad dal, and fenugreek seeds in water for at least 4 hours.
Grind the soaked ingredients into a smooth batter. add salt and mix well. allow the batter to ferment overnight or for about 8 hours.

In a blender, grind green chillies, ginger, garlic, and curry leaves into a fine paste.
In a separate pan, heat some vegetable oil and add mustard seeds and cumin seeds. let them splutter.
