Cut the tofu into cubes and set aside. in a bowl, prepare a thick batter by combining soy sauce, water, garlic powder, and black pepper. add corn starch to the batter and mix well until smooth.
Immediately add the tofu to the batter, ensuring that all the tofu cubes are coated. let the tofu marinate in the batter for 10 to 15 minutes.
Preheat the oven to 400 degrees f (200 degrees c). line a baking sheet with parchment paper. place the marinated tofu cubes on the baking sheet and bake for 20 minutes or until golden. alternatively, you can pan-fry the tofu cubes in oil until they turn golden brown. set aside.
Heat oil in a skillet over medium heat. add minced garlic, grated ginger, and chopped red chilies to the skillet. cook for 2 to 3 minutes until the garlic becomes translucent and aromatic.
Add celery and green bell pepper to the skillet. mix well, cover, and cook for 4 to 5 minutes or until the celery reaches your desired level of tenderness. stir the vegetables occasionally during cooking.
