Begin by preparing the stuffing for the spicy stuffed capsicum fritters. in a mixing bowl, combine besan flour, haldi, red chilli powder, garam masala powder, cumin powder, and salt.
Add water gradually to the dry ingredients while stirring continuously to make a thick, lump-free batter. the batter should be thick enough to coat the back of a spoon. set it aside.
Wash the green capsicums and cut off the tops. remove the seeds and any white membrane from the inside to create a hollow space.
Stuff each capsicum with the prepared besan batter, ensuring it's evenly filled.
Heat oil in a kadai or deep frying pan over medium-high heat.
