To prepare the dough, mix wheat flour, all-purpose flour, semolina, curd, turmeric powder, and salt in a bowl. let it soak for 10 minutes, then knead with enough water until the dough is soft and stretchy. add oil for better binding. set the dough aside.
For the filling, heat oil in a pan and temper with cumin seeds and curry leaves.
Add chopped onions, minced garlic, grated ginger, and finely chopped green chilies to the pan. saute until the onions become translucent.
Stir in the red chili powder, turmeric powder, and salt. mix well.
Add boiled and mashed potatoes to the pan and combine everything together. finally, add chopped coriander leaves. remove from heat and set aside.
