Select the saute setting on a 6-qt. electric pressure cooker and adjust it to medium heat. add olive oil. once the oil is hot, cook and stir the cumin seeds until fragrant and they start to pop. add the onion and cook until it becomes crisp-tender, which takes about 2 minutes. add the cherry tomatoes and ginger and cook for 1 more minute. stir in the red chilli powder, garam masala, cumin powder, salt, and turmeric, and cook until fragrant, approximately 1 minute. add the cauliflower, potatoes, and water. press the cancel button to stop the saute function.
Lock the lid of the pressure cooker and close the pressure-release valve. adjust the setting to pressure cook on high for 3 minutes. allow the pressure to release naturally for 5 minutes, then quick-release any remaining pressure. sprinkle with cilantro, if desired, before serving.
