To prepare crispy vegetable fritters, in a mixing bowl, combine all-purpose flour, rice flour, turmeric powder, red chilli powder, salt, sugar, and black pepper.
Add water and mix well to form a smooth batter without any lumps.
Shred the green cabbage and carrot, and add them to the batter. mix well to coat the vegetables evenly with the batter.
Heat enough oil in a pot for deep frying.
Once a bit of batter dropped into the oil bubbles immediately, the oil is ready for frying.
