To prepare the coconut banana rice fritters, wash the rice and soak it in water for 2 hours.
Strain the water completely from the soaked rice.
Using a blender, grind the rice to a thick batter with very little water.
In a separate pan, melt the jaggery with about 1/4 cup of water to make jaggery syrup.
Add the jaggery syrup, mashed bananas, fresh coconut, salt, cardamom powder, and fruit salt to the rice batter.
