To begin making spiced broccoli stir-fry with millets, first cook the little millet. in a heavy-bottomed pan over medium heat, add a teaspoon of oil, the millet, and 5 tablespoons of water. add salt, mix well, cover and cook until the millet is al dente (about 70% cooked). make sure not to overcook the millet; it should remain slightly crunchy. set aside, and do not drain any remaining water.
In another pan, dry roast the coriander seeds, cumin seeds, and fennel seeds (excluding the kasuri methi) for about 5 minutes on medium flame until the aroma rises. turn off the heat, add the crushed kasuri methi, and give it a quick stir. let it cool completely.
Transfer the roasted spices into a mixer jar and grind them into a coarse powder. set the kadai masala powder aside.
In the same heavy-bottomed pan, add the remaining oil over medium heat. once the oil is hot, add onions, ginger, and garlic. saute until they become soft and transparent (about 3-4 minutes).
Add the red capsicum and a pinch of salt. cook for about 2 minutes until the capsicum becomes soft.
