To prepare green capsicum dal stir fry (togarikayi usli), start by heating oil in a pressure cooker.
Add mustard seeds and let them splutter.
Now add green chilies and mix them in the oil.
After a minute, add the fresh green tur dal (split pigeon peas) and mix it well.
Let the dal cook for 2 to 3 minutes and then add water as needed. ensure that about 3/4th of the green lentils are covered with water.
