Steam the broccoli and spinach until they become tender. drain and let them cool.
Finely chop the cooled broccoli and spinach.
In a mixing bowl, combine the chopped broccoli and spinach with lemon juice, garam masala, finely chopped green chilies, chickpea flour (besan), lemon zest, green peas, grated paneer, grated ginger, and salt.
Mix all the ingredients well to form a cohesive mixture.
