In a large saucepan, combine the vegetable stock and 3 cups of cold water. place it over medium heat.
Cook the mixture for about 10 minutes or until it starts to simmer. then reduce the heat to low to keep it hot.
Heat the butter and half of the oil in a large, heavy-based saucepan over medium heat.
Add the onion and garlic to the saucepan and cook, stirring, for 5 minutes or until the onion has softened.
Add the barley to the saucepan and stir to combine.
