To prepare the schezwan sauce, remove the stems from the red chillies. in a pan, combine the chillies, water, onion, ginger, and garlic. bring it to a boil, then reduce the heat, cover, and cook for 15-20 minutes or until the chillies are tender. remove from heat and let it cool slightly. transfer the mixture to a grinder and add oil. grind to a fine paste.
Heat oil in a fresh pan and saute ginger and garlic until they turn brown. add the chilli paste and cook until the oil starts to separate. add soy sauce, pepper powder or schezwan pepper powder, sugar, vinegar, salt, and tomato ketchup. cook for a minute, then add water. bring it to a boil and simmer until it reaches a thick but pourable consistency. remove from heat and let it cool.
The schezwan sauce can be served with spring rolls, dim sum, soups, rice, and noodles.
To prepare the fried rice, heat a deep pan or kadhai over high heat and add some oil. lightly saute garlic and ginger without browning them. add onions, cabbage, beans, capsicum, and carrots. toss them together for a minute. add the rice, soy sauce, pepper powder, salt, schezwan sauce, and vinegar. toss the rice for 3 minutes over high heat. sprinkle with spring onions, toss once more, and remove from heat. serve the spicy schezwan fried rice hot.
