Place the brown potatoes in a large saucepan of cold, salted water and bring to a boil. reduce the heat and simmer for 5 minutes. add the brown sweet potatoes and continue to cook for 8 minutes until both are just tender. drain well.
In a frying pan, heat the olive oil and saute the onion until soft. add cumin seeds and cook for 1 minute. stir in minced garlic, finely chopped red chilli, grated ginger, ground cumin, ground coriander, and garam masala. cook for an additional 2-3 minutes, then remove from heat. mix this spice mixture into the cooked potatoes along with the peas, lemon juice, and chopped fresh coriander.
Preheat the oven to 190c/170c fan/gas 5. take the filo pastry sheets and halve them. use two-thirds of the sheets, overlapping them, to line a 22cm loose-bottomed cake tin, allowing the excess pastry to hang over the edges. brush each sheet with melted butter as you lay them in the tin, and keep the remaining sheets covered with a clean tea towel. spoon the potato filling into the pastry-lined tin and press it down lightly. cover the filling with the remaining filo sheets, then fold up the overhanging sides and scrunch up the pastry near the edges.
Make several slits in the top of the pastry and brush it with more melted butter. sprinkle poppy seeds over the top. bake for 40-45 minutes until the pastry is golden brown. serve the spiced potato and sweet potato pie hot or at room temperature, accompanied by lemon wedges.
