To prepare coconut jaggery stuffed steamed modak, start by making the filling for the modaks. in a non-stick pan, combine grated coconut, ghee, and jaggery. cook on medium heat for about 3 to 4 minutes until the jaggery melts. be careful not to overcook the mixture.
Add roasted poppy seeds, cardamom powder, and a pinch of nutmeg powder to the coconut-jaggery mixture. mix well and set aside.
In the same pan, heat water along with a tablespoon of ghee and a pinch of salt. bring it to a boil and then reduce the heat.
Add the rice flour in a steady flow, stirring continuously to avoid lumps. cook the mixture on low heat for about 2 to 3 minutes.
Turn off the flame and cover the pan with a lid for 4 to 5 minutes to allow the dough to steam and become soft.
