To begin making the baked cauliflower and potato samosa, start by preparing the dough. in a bowl, mix wheat flour, sunflower oil, salt, and baking soda. use your hands to combine the ingredients until the mixture becomes crumbly.
Gradually add water to the mixture and knead it into a medium-tight dough, similar to chapati dough. cover the dough and let it rest for 20 minutes.
For the stuffing, heat oil in a frying pan and add peanuts. roast them until they become crunchy, then add dried whole red chilli, asafoetida, fennel seeds, and cumin seeds. saute for a while.
Add blanched cauliflower and diced potatoes to the pan. fry for about 2 minutes, then add salt, sugar, turmeric powder, grated ginger, and green chillies.
Mix the ingredients well and let the vegetables cook on low heat. stir occasionally until the vegetables are well-cooked. add kasuri methi and allow the stuffing to cool before proceeding.
