To prepare the sealing dough, slowly add water to the whole wheat flour and knead it into a tight dough. set it aside.
In a mixing bowl, combine all the ingredients for the turnip and mutton kofta, including minced mutton, turnip, ginger garlic paste, besan flour, almonds, poppy seeds, coriander leaves, kashmiri red chilli powder, and salt. mix well to form a dough.
Shape the mixture into lemon-sized balls to make the koftas. set them aside.
Heat ghee in a heavy-bottomed vessel (deg) and fry the turnips until golden in color. remove and keep aside.
In the same vessel, add carom seeds, cloves, and cardamom. let them crackle.
