In a bowl, mix the oats, finely chopped onion, grated ginger, minced garlic, finely chopped green chilies, diced green capsicum, grated carrot, salt, and black pepper.
Shape the mixture into small balls.
Place the balls on an idli/appe pan and cook them for 5-6 minutes, rotating them in the middle until they turn golden brown.
Heat vegetable oil in a pan and add ginger and garlic paste. saute for a while.
Add the chopped vegetables (onion, green capsicum), and cook until they become tender.
