In a bowl, combine oats, dosa batter, salt, and 3-4 tablespoons of water. whisk well until you obtain a smooth batter.
In another bowl, mix together mixed sprouts, onions, tomatoes, green chilli, and salt.
Grease a non-stick pan with some oil. pour a ladleful of the uttappam batter and spread it evenly to form a thick pancake.
Sprinkle a generous amount of the sprout mixture over the uttappam. cook until the underside turns light golden, then flip and cook the other side similarly. repeat with the remaining batter to make more uttappams.
Transfer the cooked uttappams to a serving plate and serve hot with coconut chutney.
