Begin by soaking the rolled oats in 1 cup of water for 5 minutes.
In a large saucepan, bring the remaining water to a boil and add the cinnamon powder.
Drain the soaked oats and add them to the boiling water.
Allow the mixture to boil for a minute, then reduce the heat to low. stir continuously and cook for about 3 minutes or until the oats are well cooked and the mixture thickens.
Remove the saucepan from the heat and stir in the peanuts and raisins.
