In a mixing bowl, combine the ragi flour, oats flour, and rice flour. gradually add water (approximately 1/2-3/4 cup) little by little to make a smooth batter without any lumps.
Cover the bowl and set it aside to soak and ferment for 2-3 hours.
After fermentation, stir the batter well. it should have a slightly thick consistency.
Add 1 tablespoon of water, along with cumin seeds and salt to the batter. mix everything well.
In another bowl, mix the chopped carrot, green capsicum, onion, and salt. set aside this vegetable topping.
