To begin making the foxtail millet savory dumplings, soak the foxtail millet in water for about 4 hours or overnight.
Drain the excess water and transfer the foxtail millet to a mixer grinder.
Add red chillies and 1 cup of water to the grinder and grind to a coarse paste.
Ensure not to add more water as it will make the batter watery. the amount of water should be added accurately to get the right consistency for the dumplings.
In a medium-sized kadai, heat gingelly oil over medium heat.
