Boil the potatoes until they are tender. peel and mash them in a bowl. add chaat masala, finely chopped green bell pepper, finely chopped red onion, and a pinch of salt to the mashed potatoes. mix well.
Take two slices of bread and butter one side of each slice. place a generous amount of the potato mixture on the unbuttered side of one slice. top it with grated cheddar cheese and cover it with the other slice of bread, buttered side facing up.
Heat a non-stick pan or a sandwich toaster. place the sandwich in the pan and cook on medium heat until the bread turns golden brown and crispy, and the cheese melts. flip the sandwich and cook the other side as well. repeat the same process for the remaining sandwiches.
Meanwhile, prepare the chutney by blending mint leaves, coriander, lemon juice, bird's eye chilli, finely chopped red onion, ginger, garlic, a pinch of salt, and a pinch of sugar in a blender until smooth.
Once the sandwiches are cooked, remove them from the pan and cut them into halves or quarters. serve the hot and crispy spicy potato and cheese sandwiches with the fresh chutney on the side.
