In a large mixing bowl, combine the rice flour, grated carrots, chopped cabbage, finely chopped green capsicum, grated coconut, chopped dill, finely chopped onions, grated ginger, finely chopped green chillies, cumin seeds, asafoetida, and salt.
Mix all the ingredients well, and then gradually add warm water to knead the dough. the dough should be soft and pliable. you may need around 1 cup of water to knead the dough.
Once the dough is well-kneaded, cover it and let it rest for 10-15 minutes.
After resting, grease your palms and divide the dough into large lemon-sized portions. keep the portions aside.
Preheat a non-stick tawa or roti pan on medium heat.
