In a saucepan, combine peanuts and water, and bring it to a boil over medium heat.
Reduce the heat to low, cover the saucepan, and let the peanuts simmer until they become soft and cooked. this usually takes about 15-20 minutes.
Once the peanuts are cooked, drain the excess water and set them aside.
In a blender, grind the cooked peanuts to a coarse paste. you can add a little water if needed to achieve the desired consistency.
In a separate bowl, dissolve the jaggery (or sugar) in buttermilk and mix well. set this mixture aside.
