In a mixing bowl, combine rice flour, salt, and cumin seeds. gradually add water to the mixture to form a smooth batter. allow the batter to rest for a few minutes.
Heat a non-stick pan or griddle over medium heat. drizzle a little sunflower oil on the pan.
Pour a ladleful of the rice batter onto the pan and spread it evenly to form a pancake.
Cook the pancake on medium heat until the edges turn golden and crisp. flip the pancake and cook the other side until it becomes crispy as well.
Repeat the process with the remaining batter to make more rice pancakes.
