To begin making the steamed rice cakes with sweet coconut filling, soak red rice, basmati rice, and urad dal in water for at least 4 hours.
After 4 hours, grind the soaked rice and urad dal into a smooth paste. the batter should be smooth without any grains.
In a separate bowl, mix together coconut milk, sugar, and active dry yeast. allow the mixture to ferment for at least 4 hours in a warm place to help the batter rise.
Meanwhile, heat jaggery, 1/4 cup of water, and cardamom in a saucepan until the jaggery melts completely. add grated fresh coconut to the saucepan and cook until the jaggery thickens. set the sweet coconut filling aside.
Once the batter has risen, preheat an idli steamer by adding enough water for steaming.
