In a bowl, mix together refined flour, corn flour, and melted ghee. gradually add one cup of water in a thin stream while whisking continuously. ensure that the ingredients blend well and the ghee and water emulsify into a smooth mixture without separating.
Add two more cups of water in a thin stream while whisking continuously to prevent the separation of ghee and water. the batter should have a coating consistency. if needed, add a little more water to achieve the desired consistency.

In a non-stick pan, cook the sugar with half a cup of water, stirring until the sugar dissolves. add milk to the syrup. skim off any scum that rises to the surface with a ladle and discard it. cook the syrup until it reaches a one-string consistency. stir in the kewra essence. remove from heat and keep it warm.
Heat ghee in a non-stick kadai (deep pan). place a round mold, 2 inches high and three-and-a-half inches in diameter, in the center of the kadai. ensure that three-fourths of the height of the mold is immersed in the ghee. heat the ghee over medium heat.
