Begin by washing quinoa thoroughly and soaking it in water for about 15-20 minutes. drain and set aside.
In a heavy-bottomed pan, bring the full cream milk to a boil over medium heat.
Add the soaked quinoa to the milk and let it simmer. stir occasionally to prevent sticking.
As the mixture thickens and the quinoa cooks, add jaggery to sweeten the phirni. stir well to dissolve.
Continue cooking until the phirni reaches a creamy consistency, similar to that of rice pudding.
