In a mixing bowl, combine besan, rawa, green chilli paste, turmeric, salt, curd, baking powder, and baking soda. mix well and add water gradually to achieve a thick consistency. let the batter stand for 5 minutes.
Transfer the batter into a greased mould and steam it for 10-12 minutes or until the dhokla is cooked.
Meanwhile, prepare the tempering. heat 1 tablespoon of oil in a pan and crackle mustard seeds, cumin seeds, curry leaves, and asafoetida.
Pour the tempering over the cooked dhokla and sprinkle toasted sesame seeds on top. cut the dhokla into 1-inch square triangular shapes.
Serve the dhokla immediately.
