Take a large pan and add 1 1/2 glasses of water. place a steamer over the pan, cover it, and let the water boil for 4-5 minutes on medium-low flame. meanwhile, prepare the dhokla batter.
In a mixing bowl, combine gram flour, semolina, turmeric powder, salt, and mix well.
Gradually add water to the dry ingredients and make a slightly thin batter. whisk the batter lightly in a circular motion to incorporate air, making the dhokla soft and fluffy.
Add oil to the batter and mix well.
Finally, add baking powder and baking soda, and gently mix in a circular motion. the batter should become fluffy and slightly thicker. set the batter aside.
