To prepare the grilled dhokla capsicum and paneer sandwich, start by greasing the dhokla plates and heating a steamer with water.
Grind the poha into a smooth powder using a mixer grinder and set it aside.
In the same mixer, grind green chillies, ginger, and cumin seeds to form a coarse paste.
Transfer this paste to a mixing bowl and add semolina, powdered poha, besan, salt, and fruit salt (enos). mix well.
Add yogurt and sufficient water to form a thick batter. rest the batter for 15 minutes.
