Wash the cauliflower thoroughly and remove the stem. in a mortar and pestle, crush together the ginger and garlic. in a separate bowl, combine lemon juice and the ginger-garlic paste. stir well and marinate the cauliflower florets in this mixture. set aside.
Soak the basmati rice in water for some time. warm the milk in a pan over medium heat. add saffron strands to the milk and set it aside. grind together green cardamoms, cinnamon stick, black cumin seeds, cloves, and peppercorns to prepare the biryani masala.
Heat a pan over medium heat and fry the chopped onion slices until they turn dark brown. add the fried onions to the marinated cauliflower florets. also, add hung curd, red chili powder, salt, turmeric powder, coriander powder, and ghee to the same bowl, ensuring the cauliflower florets are evenly coated with this marinade. set aside for some time.
In a deep-bottomed pan, bring water to a boil over medium heat. add rice, mint leaves, and salt to the boiling water. reduce the heat to low and cook for about 5-7 minutes. while the rice is cooking, knead a dough by mixing flour and water together. set the dough aside.
Take a deep-bottomed biryani pot and place it over medium heat. add oil to the pot and once it's hot, add the marinated cauliflower florets. allow them to cook for a while. meanwhile, heat a cup of water in the microwave for a minute and pour it over the cauliflower. add some of the boiled rice to the pot and then add the remaining rice.
