Dry roast ingredients: begin by dry roasting the rice sooji, semolina, and poha separately until they turn golden brown. set them aside.
Roast lentils and fenugreek: in the same pan, roast the urad dal split, urad dal whole, red lentils, and fenugreek seeds until they become light brown. keep them aside to cool.
Grind ingredients: once cooled, grind the roasted lentils and fenugreek seeds along with the flattened rice into a smooth powder.
Combine ingredients: mix this ground mixture with the roasted rice, sooji, and oats. add yogurt and enough water to create a dosa batter-like consistency. let the batter rest for about 15 minutes.
Prepare toppings: while the batter is resting, prepare the toppings. grate the carrot, dice the red bell pepper, and finely chop the green chilies, ginger, and fresh coriander leaves.
