Soak horse gram and red chillies in water overnight. in the morning, strain the water from the soaked ingredients.
Blend the soaked horse gram and red chillies together to form a paste without adding any water.
Transfer the paste to a bowl. add salt, finely chopped dill leaves, onions, coriander leaves, and rice flour. mix everything together well.
Heat oil in a deep frying pan or pot.
Take small portions of the mixture and shape them into flat vada patties.
