To prepare the saffron malpua with milk pudding, start by making the batter.
In a mixing bowl, combine the wheat flour, caster sugar, milk powder, crushed cardamom pods, and fennel seeds.
Add the khoya (milk solids) and yogurt (curd) to the flour mixture. mix well until everything is combined.
Gradually add a little water at a time, stirring continuously, to achieve a thick, flowing batter without lumps. the consistency should be similar to dosa batter.
