In a pan, combine water, milk, and sugar. heat the mixture over low heat, stirring occasionally, until the sugar dissolves. let it simmer while preparing the semolina.
In a separate pan, toast the semolina over medium heat until fragrant. stir constantly to prevent burning. for a deeper flavor, toast it until it turns dark brown. transfer the toasted semolina to a bowl.
In the same pan, melt ghee and add the bay leaf and green cardamom. allow the cardamom to sizzle for a few seconds, then add the toasted semolina. stir for 2 minutes to coat the semolina with ghee and infuse the flavors of the spices.
Carefully pour the sweetened water and milk mixture into the pan (it may sizzle and splatter). add any assortment of nuts and raisins, and stir to combine. let it simmer, stirring continuously, until most of the liquid is absorbed. taste and adjust sweetness or texture by adding more water or sugar if needed. continue cooking until the water is almost absorbed.
Serve the semolina pudding warm, garnished with your choice of nuts on top.
