To begin making foxtail millet vegetable idli, grind the foxtail millet in a mixer grinder to make coarse rava (semolina-like texture).
Heat a kadai on medium flame and add oil. once the oil is hot, add mustard seeds and let them splutter.
Add urad dal, chana dal, and cashew nuts. fry until they turn brown.
Next, add curry leaves and chopped green chilies. saute for a minute.
Now, add the foxtail millet rava and fry on low-medium heat until the aroma rises from the kadai.
