In a mixing bowl, combine the whole wheat flour and baking powder.
Gradually add yogurt to the dry mixture and mix well to form a smooth batter. allow the batter to rest for about 20 minutes, which will help in fermentation and enhance the flavor.
Add the freshly grated coconut, finely chopped green chillies, and cilantro leaves to the batter. mix them in to evenly distribute the flavors.
Heat coconut oil in a deep pan over medium heat. make sure the oil is hot enough for frying.
Carefully dip each spoonful of the batter into the hot oil, shaping it into small round fritters.
