Heat oil in a pan and add minced garlic. cook until the garlic starts turning brown. then, add minced ginger and give it a quick stir. next, add chopped spring onions and cook for a minute. add chilli flakes and stir well to deepen their color.
Add soy sauce to the pan. if using light soy sauce, add about half a cup. sprinkle sugar and salt. cook until the oil starts to separate from the sides, approximately 3-4 minutes. remove the chilli paste from the pan and let it cool completely. store it in a bottle and refrigerate for up to a month.
Heat another pan and drizzle oil. add dried red chillies and give them a quick stir. add minced garlic and lightly brown it. stir in minced ginger on high heat. add sliced onions, carrots, cabbage, capsicum, and salt. cook the vegetables for 2 minutes on high heat, stirring and tossing continuously.
Add boiled noodles to the pan, followed by the prepared chilli paste, vinegar, soy sauce, and salt. toss everything together and cook for another 2-3 minutes.
Check and adjust the seasoning, and add chopped spring onions. use tongs to transfer the noodles to a serving bowl. serve the spicy garlic noodles hot.
