To start making the oats and besan ladoo, dry roast the oats in a kadai over medium heat for about 2-3 minutes, tossing them gently. transfer the roasted oats to a plate and let them cool.
Once the oats are cool, grind them in a grinder to make a fine powder.
In the same kadai, dry roast the besan over medium heat, stirring continuously to avoid burning. the besan will be fully roasted when the raw smell disappears, and it turns slightly darker, which usually takes around 10-12 minutes. make sure to roast it on low to medium heat to prevent burning.
Take the roasted besan off the heat and add the powdered oats, powdered sugar, and cardamom powder to it. mix gently using a wooden spoon.
Set this mixture aside.
