In a mixing bowl, combine jowar flour, whole wheat flour, chopped ginger, chopped onion, and chopped tomato.
Add red chilli powder, coriander powder, black pepper, and salt to the bowl. mix all the ingredients well.
Gradually add water to the mixture and mix to form a smooth batter. ensure that the batter is not too thin.
Heat a non-stick pan or griddle and lightly grease it with oil.
Pour a ladleful of the batter onto the pan and spread it evenly to form a chilla (pancake).
