In a heavy-based pan, melt the butter. stir in the flour and saute until it slightly darkens in color.

Gradually add milk to the pan, stirring vigorously at all times to prevent lumps from forming. bring the mixture to a boil, then reduce the heat and simmer for 2-3 minutes, continuing to stir to avoid scorching.

Add the salt, black pepper powder, and nutmeg to the sauce. adjust the seasoning to your taste.

In a separate pan, heat olive oil and saute the onions and green capsicum until they become slightly soft.

Pour the prepared sauce into the pan with the saute onions and capsicum. bring it to a boil and add the cooked penne pasta.
