To prepare creamy penne pasta with colorful veggies, start by boiling enough water in a saucepan. add salt and a teaspoon of sunflower oil.
Once the water comes to a boil, add the penne pasta and cook it uncovered until it reaches the desired softness while retaining a firm texture (al dente). stir occasionally to prevent sticking.
Drain the cooked pasta using a colander, but reserve 1 cup of the starchy pasta cooking water.
In a separate saucepan, melt butter over low heat and add the all-purpose flour. roast the flour for about a minute.
Gradually add half of the boiled and cooled milk to the flour while stirring continuously to avoid lumps.
